You could use a hack saw but the difficult part is dealing with the rubber. I drilled (actually mangled is a better term) a few holes near where I was going to saw to make it a bit easier to get a saw blade in. I ended up using both a hand held saw (similar to a hacksaw but with a stiffer blade and a handle attached on one end) and a jigsaw with the blade turned backwards. It is difficult to know when you have completely sawed through the sleeve but you may not need to go completely through to relieve the pressure. I found on the second one that I would saw a bit and then try to pry it out by the lip. It came out much sooner than I expected. Also keep in mind that the sleeve is actually not steel but some sort of alloy and you can cut through it before you know it.
