My bone-stock '95 LWT with 15,500 miles failed the California Stage I (no dyno) smog test today -- idle HC was 137 of an allowable 100. All the other numbers measured indicated way, way clean runnin'. The tech was good and got it nice and hot, and I had just driven 40 high wiles before that. My suspicion is that because the last 8,000 miles have been almost exclusively track miles at WOT or near that, the plugs are goners and need to be replaced. Perhaps also the O2 sensor is bad.
