Parking in the cross-hatch surrounding a handicap spot is pretty much an instant ticket. My America's Tire store has very little parking, but they have warned me if any part of my vehicle intrudes or touches the handicap space or the cross hatch to the right/left of that space when I am unloading race tires, the local motorcycle cop will swoop in and write me a ticket. Ladies & Gentleman: I'm *this* close to putting down a deposit for a 2004 Lotus Elise. 190HP in a car under 2000 pounds. Plus the world-reknown Lotus steering. My E36 would remain my daily driver (and be parked on the street), and the Elise would go in the garage, and probably log about 5000-6000 miles a year. Am I completely insane? Is there *any* reason why I shouldn't do it? I'm longing for a really light car, and the harsher ride quality doesn't scare me. However, I *am* initimidated by driving the Elise and sharing the road with know-nothing drivers in SUVs. I'm 6 feet tall, and should fit inside the Elise just fine. Thoughts? I know the folks on this list will have the best advice on the net, so please chime in at will.

Nicolas" <wes@nicolas.org> Subject: JC Euro HFM + Track Pipe = Pinging Hey all - I've had the JC Euro HFM Cold Air Intake for about a year on my 1995 M3 before adding the AA Track pipe (essentially removes the cat) and now I'm getting pinging under WOT in 2nd, 3rd, 4th, and 5th gear at approx 3000-4500 RPM. It doesn't happen all the time but I'd say almost half the time I hear some pinging. I'm beginning to think that the increased volumetric efficiency of the track pipe would require more gas to be metered...but the current chip isn't programmed for it.... Any ideas?? I use only 93 or Sunoco 94 gas and I put in a bottle of STP gas treatment every 4th tank if that makes any difference. At first I thought it was a tank of bad gas but it's been happening for the last 8 months. I'm in the DC area and would love to know if there is a custom dyno facility nearby. I know Stickley is in PA but that's about a 3 hour drive for me. Thanks, Wes '95 M3

If so, the general rule is the govt can't enforce any private regulations be it "No animals in the elevator" or "No parking in this spot", absent some specific exception in the Vehicle Code. Their ONLY recourse is to have your carcass towed off their property. They can't issue private "tickets" nor have the city do it for them, absent some vehicle code exception. 2. The ADA Act requires new buildings to have handicapped parking stalls, bathrooms etc. You need to find out if there is some statutory scheme that allows for Govt enforcement of privately created handicapped parking spaces. There may or may not be. 3. The govt is prohibited from farming out enforcement of its laws to private companies. Hence, private security Inc. can't write you a ticket. I've got a brief on this somewhere if this is the case. If the real police wrote you the ticket (I mean a bona fide City of Palo Alto employee, not some contract-person in a meter maid uniform) then you need to know what their authority for doing so was. 4. If this was a parking structure owned by the City, I would say your avenues of fighting this have narrowed to 8th Amendment Issues (cruel and unusual punishment). To register the car in CA, you'll need a smog certificate and you'll have to take the car to DMV for an inspection. The inspection seems to be nothing more than checking that the engine is CARB compliant and verifying the VIN. California has a use tax, which is similar to a sales tax. I don't know whether you'll be subject to it having brought a car you already owned in state. I had to pay it after buying an out-of-state car. You'll also have to pay the reg fee, which has tripled since the beginning of October. If the Washington registration is current, I'd suggest having the new owner handle the registration. You'll still need the smog, but you should be able to dodge the reg and use fee. The new owner has to pay the sales/use tax anyway.
