I run these bulbs in my 325IX (in Euro Glass housings), and my wife's minivan (in the standard crap US spec plastic housings), and yes they are definitely very white. The glass housings & the reflector make a HUGE difference in how bright the light looks. They are pricey, but I do like them.. I'm running BFG R1's 245/40-17 front and 255/40-17 rear on Forgeline wheels. I use 5mm spacers for the front to clear the brakes and the rear fenders were rolled by CEC when I lived in CA. I've tried Toyo 245/45-17 on my car and I didn't have any rubbing at an auto-x. I had some Piaa's (sp?) in my stock headlights and the nighttime driving experience is far, far better than before. Heat cycling is good, I generally don't shave the victos, esp if I'm using them for a track school. As long as they're heat cycled they should last a long time. Unless Kumho has released the Victo in new sizes, the only M3 sizes they make are 225-45-17 and 255-40-17. The 255's will be a tough fit up front, more than likely you'll have to use spacers and roll the rear fenders. No word on when, but I've seen great reviews of the tire in European Car & GRM (it is available now in smaller sizes). Price is in the Kuhmo V700 range.

After I bought mine I heard that the Euro version of Silverstars is actually better (brighter, but not as white), some specialty importers have them. Also they don't need shaving. If your doing driver schools go with shaved Toyo RA-1, if your racing go with shaved Victoracers V700 or Hoosiers R3S04 depending on your budget. Do NOT get Ecstas for the track, you'll shred them in one weekend; autox maybe. I have yet to try Goodyears so I can't say anything about them except they work really well on Corvettes (they were the benchmark for the New V710 on T1 Corvettes). For heat cycling: If you have no place to do it or can't carry extras to the track, it's worth the money in increased tire life. Generally speaking for maximum benifit you need to cycle a minimum of 24 hours before you plan to run them at speed, so don't think you'll just take an easy morning session for heat cycling. I bought Silverstars for my Corrado and the application may apply here. The Silverstars are a great bulb for the money and definitely better than the stock bulbs in the C; however, in my C's case it is the lenses that totally defeat the Silverstar's advanced technology and benefit. Dam US-spec lenses blow... I'm new to E36 M3's; only having mine for less than a year so far, so I don't know how the stock lenses compare so I don't know if they will defeat the Sliverstar's advantage as well or not. BUT, I have driven a Porsche Boxster as a loaner car with HIDs and let me tell you lenses with Silverstars or not, they don't even compair IMO. The HIDs on that Boxster were awesome and if you have to do a lot of night-time/dark driving like I have to, you would agree HIDs are an awesome setup. I'll save up and wait for HIDs for my M3. :) Speaking of which, I noticed that TMS on their website perhaps others (didn't do a full search yet) has HID "Halo" or "Angle Eye" light kits available for my 99 M3. Nokyas are very blue, Silverstars are slightly blue. Frankly, though, even Silverstars are only marginally better than standard H1s.
